Siri Outage Asks A Sirious Question

With the second major outage of Siri since its launch it’s starting to show the folly of only allowing voice commands over an Internet connection. Before Siri came along I was able to tell my phone on those long car drives up to the remote cell tower-less north which song to play. Now I require an Internet connection. If I turn Siri off it automatically goes back to the old voice commands that do not require a connection. That leads me to the question of “why doesn’t the iPhone default to basic voice commands instead of the erros that don’t allow voice commands at all?”.
